   In the UK some radio amateurs convert old CB rigs to 10 metre operation,
and as far as I know it is a matter of changing a crystal, and one or 2
other components to insure that the circuits are properly tuned.  The 10
metre band is from 28.0 MHz to 29.7 MHz, however, the lower part is used
for Morse, and most FM is done at the upper end of the band.  As the old
UK CB alocation is regularly spaced, this obviously simplifies matters;
the converted rigs still have uniform channel spacings.

   However, I havn't seen any details of how CB rigs are converted to 10
metres, much less to CB CEPT frequencies.  I would imagine that if you
just changed a crystal by the correct amount to convert say channel 1 UK
on 27.60125 MHz to say channel 1 CEPT NEW on 26.965 MHz, you will get
most of the CEPT NEW 40 channels, as their separation is in the most part
also 0.01 MHz.	However, as some of the new CEPT channels seem to be
separated by 0.02 MHz, you would get some extra channels between those that
are alocated, at the expense of the last few upper channels.
